Almost every candidate asks themselves the same question before they start studying: do I need a driving school for the theory exam category B? The short answer is no — in Belgium, there is no legal obligation to take theory lessons. But what do you actually need to pass?
In this article, we discuss when a driving school is or is not useful, what self-study requires, and which approach gives you the highest chance of passing.
The facts at a glance Theory lessons at a driving school: not compulsory for the theory exam. Self-study: fully permitted. Theory exam: 50 questions, 41/50 needed, 15 seconds per question, 19 euros per attempt. After 2 failures: compulsory driving school lessons required (but for the practical exam). National pass rate on the first attempt: 55-65%. |
Is a driving school compulsory for the theory exam category B?
No. For the theory exam category B in Belgium, there is no legal obligation to take theory lessons at a driving school. You are allowed to study the entire syllabus independently and then register directly for the exam at an approved GOCA exam centre.
What you need is not a driving school — but the right study material, a good study method and sufficient practice at exam level.
Confusion: theory vs. practice Many candidates confuse the theory and practical requirements. For the theory, a driving school is not compulsory. For the practical exam, different rules apply depending on the chosen path: certain paths require compulsory driving school lessons. After 2 failures in the theory exam, driving school lessons are also required. This article is exclusively about theory preparation. |

When is a driving school useful?
A driving school is not a bad choice — for certain candidates, it has clear advantages:
• Classroom structure: Those who struggle with planning on their own benefit from a pre-structured lesson programme with fixed times.
• Live explanations: An instructor can clarify complex traffic rules immediately — handy for candidates with many specific questions.
• Extra motivation: Fixed lessons help you stay consistent in your studies, without requiring the discipline of planning everything yourself.
• Theory-practice combination: Many driving schools offer theory and practical lessons in a package. Those who are already planning driving lessons can have their theory integrated.
The limitations of driving school theory for the GOCA exam
There are also structural limitations that determine whether driving school theory is sufficient as exam preparation:
• No time limit: The real GOCA exam gives you 15 seconds per question. Driving school lessons do not train that pace. Those who do not train the pace are not prepared for the exam situation.
• No separate focus on major offences: 5 questions on the theory exam are major offences — a mistake costs 5 points, 2 major mistakes = immediate fail. Driving school lessons rarely make this distinction explicit.
• No mistake analysis by topic: Driving school lessons do not automatically give you insight into which topics you are weak in. That is what a good online learning coach does.
• No risk perception training: The risk perception test is compulsory in Flanders for the practical exam. Driving school theory usually does not include this.
The real requirement: GOCA exam level The theory exam is taken by GOCA — not by the driving school. The only preparation that matters is practising at exact GOCA exam level: 50 questions, 15 seconds per question, and the correct scoring system for major offences. Whether that practice comes via a driving school or an online platform makes no difference for the exam. What counts is whether you are prepared for the real exam situation. |
What do you need to pass via self-study?
Passing the theory exam category B without a driving school is completely achievable — provided you use the right tools and follow the right approach:
• Complete theory: You need the entire syllabus. RAPP provides the complete online theory course category B — including a free printable PDF that you can print yourself as a theory book.
• Practice questions on GOCA level: Not all practice questions are of equal value. You need questions that match the difficulty of the real exam — with situational questions, sub-signs and combined questions.
• 15-second time limit: Train your pace. If you think endlessly about each question at home, you won't be prepared for the exam situation.
• Mistake analysis by topic: Understand why you make mistakes — not just which ones you made. This prevents you from making the same mistake on the real exam.
• Risk perception training: In Flanders, the risk perception test is compulsory for the practical exam. Prepare for it specifically.
Cost: driving school vs. self-study
Cost of driving school theory | Cost of self-study (RAPP) |
Theory lessons package: 150-300 euros | RAPP Free: 0 euros |
Includes: lessons, coursebook | Includes: complete theory + free PDF |
Excludes: time limit, RPT, mistake analysis | RAPP Premium: 9.99 for 14 days |
Plus: 19 euro theory exam fee | Plus: 19 euro theory exam fee |
Those who study independently and pass the first time pay 9.99 + 19 euros = 28.99 euros in total. Those who take driving school theory and pass the first time pay 150-300 + 19 euros. The difference is only justified if the driving school theory offers something you wouldn't otherwise get — and for many candidates, that is not the case.
